DEVELOPMENT OF TOURISM PARTNERSHIP MODELS BETWEEN THE GOVERNMENT, THE PRIVATE SECTOR, AND LOCAL COMMUNITIES TO ACHIEVE SUSTAINABILITY
Abstract
This research explores the development of a tourism partnership model involving the government, the private sector, and local communities with the aim of achieving sustainability in the tourism sector. These partnerships are considered crucial to optimize the economic, social, and environmental benefits of tourism while minimizing negative impacts. This study uses a qualitative approach with case study methods, including in-depth interviews, focus group discussions (FGD), participatory observation, and document analysis. The results of the study show that effective coordination and collaboration between stakeholders is the key to the success of tourism partnerships. A clear understanding of the roles and responsibilities of each government as regulator, the private sector as investors, and local communities as implementers is essential. The findings also identified significant benefits such as improved service quality, environmental preservation, and economic benefits. However, challenges such as funding uncertainty, disparities in priorities, and inequities in the distribution of benefits are also faced. This research suggests the need for a structured communication forum, adequate support from the government, and active participation of local communities in the planning and implementation of tourism projects. By implementing best practices and addressing existing challenges, the partnership model can achieve sustainable outcomes and provide far-reaching benefits for all parties involved. These findings provide valuable insights for the development of future tourism partnership policies and strategies.
